After establishing a quorum, the meeting opened at approximately 11:05am.  The Chairman welcomed new members and asked everyone to introduce themselves and then introduced our guest:  Curtis Archer, President of the Harlem Community Development Corporation.  

Curtis Archer gave a presentation on two development projects in the district.
(1)  Victoria Theater Development Project:  The Project began construction in the fall of 2015 with the goal of transforming the long-vacant Victoria Theatre into an approximately 385,000 SF, 27-story mixed-use development that would restore the façade and lobby of the landmark theater in accordance with SHPO guidelines and include:

	a full-service hotel with approximately 200 keys and entertainment space – operated by Marriot Renaissance; 
	approximately 200 residential units – half of which are designated for low- and moderate- income families;
	approximately 25,000 SF of retail space; and
	approximately 25,000 SF of theater and arts space, which is our cultural unit, consisting of a 99- and a 199-seat theater – to be operated and managed by the Apollo Theater Foundation, which was designated by Harlem CDC’ board in 2015. 
Current Project Status:  In August Harlem CDC’s directors authorized the extension of the developers ground lease to April 30, 2021.

(2)  Urban League Project
The National Urban League and its partners, BRP Companies, Taconic Investment Partners, and L+M Development Partners, have secured and closed on the necessary financing to establish its permanent home on 125th Street between Adam Clayton Powell, Jr. Boulevard and Lenox Avenue/Malcolm X Boulevard.

The $242 million project will include:
	A new national headquarters for the National Urban league, 
	The National Urban League Institute for Race, Equity and Justice,
	The Urban Civil Rights Experience Museum, New York’s first civil rights museum to share and illustrate the story of civil rights advocacy in the north.  
	170 residential units, all of which will be affordable to households earning between 30% and 80% of the Area Median Income. (Of the total units, 30% will be supportive housing units to assist vulnerable populations including youth aging out of foster care), 
	Below-market rate office space for nonprofit groups including the 100 Black Men, the United Negro College Fund, and the Jazzmobile,
	Additional Class A retail and office space that will attract future tenants that will provide jobs and amenities for the neighborhood. 
The $242 million project is receiving funding from Empire State Development (“ESD”), New York State Housing Finance Agency (“HFA”), New York State Housing and Community Renewal (“HCR”), Goldman Sachs Urban Investment Group (“UIG”), the Upper Manhattan Empowerment Zone (“UMEZ”), and Harlem Community Development Corporation (“HCDC”). 
Demolition of the existing garage is underway and construction is expected to begin early 2021. We expect the building to be completed in 2024.
While the presentation was well received by members, it was also discussed that the addition of supportive housing in that location needs further discussions as this is an area that is already over saturated with services for underserved communities and there are many problems that need to be addressed.  Curtis agreed to work with the BID on this issue.
Chairman Report
The Chairman presented meeting dates for the rest of the fiscal year and called for approval of the July 23, 2020 minutes.  It was motioned by Jonelle Procope and seconded by Ross Jacobs to accepted the minutes.  The motion carried unanimously.

The audit committee voted yes for the BID to submit its financial audit report to SBS and the Comptroller of New York.  Members were provided 12.28.20 audit committee minutes, audit report for fiscal year ending June 30, 2020 and letters from BID auditor on the financials.  The Chairman asked for a motion to ratify the actions of the Audit Committee.  It was motioned by Ross Jacobs and seconded by Jonelle Procope.  The motion carried unanimously.

The Chairman gave an update on First and Second Quarter Financials FY 2020-2021. Copies of financials provided.

The Chairman praised the efforts of the staff to hold the holiday lighting program virtually with limited physical activities during the height of the pandemic.    

Vote to file 990’s 
Barbara presented 990’s for fiscal year ending June 30, 2020 along with instructions to review them to the members and asked for a vote to file them with the IRS.  It was  motioned by Mukaram Taheraly and seconded by Ross Jacobs.  The motion carried unanimously.

Public Safety in the District 
Ross Jacobs, Lewis Rice and C. Virginia Fields updated members on the work they have been engaged with regarding public safety on 125th Street.  The issues discussed related to homelessness, Lenox Avenue and 125th Street, crime inside the businesses, need for police presence, and working with the service providers for underserved populations.  Ross gave a special praise to Anthony Baker and his team for the work they do regarding public safety.

President’s Report
•	PROPOSAL:  OPEN STREET VENDOR AN SMALL BUSINESS MARKET :  A proposal requesting the City of New York to expand it’s open street program to allow vending activities to take place in the parking lane and remove them from the sidewalks has been submitted to the Department of Transportation.  The proposal has the support of elected officials and community boards.
•	Covid19 Educational Awareness Campaign:  A banner program is being developed to bring more awareness of the need to not let your guard down and stay safe.
•	Streetscape Maintenance – DOT will be doing sidewalk and Roadway Repairs within the BID Boundaries.

Business Session:  Approvoal of 2018 Minutes
Mukaram called for motoin for the 2018 Minutes to be accepted.  Ross Jacobs 1st and Nina Saxon 2nd.  The minutes were approved unanimously approved.

Business Session:  Approval of Budget.  Mark Irgang, Treasurer presented the budget.  The BID is not seeking an increase in assessment. 
BID was awarded a contract to provide Street Cleaning Services for the Manhattanville Streetscape Project.  Total Revenue - $1,486,552.  total Program Expenses - $819,635.  Total General and Administrative Expenses:  $1,4763,635.  Net Operating Surplus - $22,,917

Jonelle Procope gave voting instructions and advised that all property ownrs, commercial tenants, or residents withinthe BID boundaries should complete their ballots and put it in one o the voting boxes.  Slate presented:

•	125th Street is one of the most vital BIDs in the city 
•	All of the development coming to 125th Street is impressive.
•	Stringer acknowledged the resurgence of business activity on 125th Streeting citing the home of the Apollo Theater, Studio Museum, Magic Johnson Theater, Redevelopment of Victoria Theater that will house Mariott Hotel and arts spaces, classical art offices with performance space and offices for Apollo Theater.  He continued and recognized the coming of the Urban League Center with a Civil Rights Museum.  
•	All of this is happening in this district bodies the resiliency of the Harlem  neighborhood.   Whole lot of folks thought we would never make it.  The reason Harlem came back is because the people of Harlem hunkered down to say we are not going to leave, we are going to build through the lens of historic 125th Street.  We are going to Create the economic opportunities for everyone that comes here …… and that is why we must support this BID.
•	There is a need for City government to be more strategic and do what we can to keep affordable housing.  There should be a strategy for what we want on our corridors.  We must convince this city that we need to help our small businesses and seek ways to build an economy that does not use businesses as the guinea pig
•	Vacancy rates:  We are getting blocks and blocks of vacant storefronts.  We need to double down and look at our vacancies.  People are now enggedin online ordering everyday.  So less people are in retail stores.  We need to take a closer look at the changes that comes with inline shopping.  
•	New growth:  Whats coming our way is more restaurants and  different types of service products. 

In closing, he said, we need tangible results from this city to make sure business are open.  We have an opportunity to take advantage of the structure of the BIDS and work together to come up with a pipeline that moves small businesses and create wealth for all of our businesses.

Quality of Life

Harlem's businesses, community residents, and elected officials have been crying out for many years that the the community has become over saturated with a large concentration of social and health services. but the numbers continue to grow and the negative impact of the operations are becoming unbearable.

The amount of garbage on the streets, the removal of corner baskets, and the number of garbage pick-ups are leading many to call for more support from NYC Department of Sanitation.  

The BID provide a forum at this annual meeting to have more focused conversations seeking a way for improvements to begin to happen.

THE 27TH-ANNUAL HARLEM HOLIDAY LIGHTS EVENT
DUBBED – HARLEM LIGHT IT UP 2020

BRINGING IN CHEERS 
HOLIDAY SEASON CELEBRATIONS 

Harlem, New York – The 125th Street Business Improvement District (BID) in partnership with Manhattan Community Boards 9 and 10 is pleased to announce ------ Harlem Holiday Lights 2020!  The event will take place on Wednesday, November 18 from 6-9pm along the 125th Street strip.

The 27th Annual Community Harlem Light It Up event will launch the 2020 holiday season and BRING CHEERS to a community that is ready for a celebration, even if it is mostly virtual.  This year’s traditional Caravan of Lights procession will feature three floats carrying community representatives and sponsors.  The event will be live streamed by UBC TV on the Harlem Light It Up website (www.harlemlightitup.vamonde.com), as will a number of planned virtual activities.

Barbara Askins, President and CEO, of the 125th Street Business Improvement District, acknowledges, “This has been a hard year for our nation and especially for the Harlem community due to COVID-19. Although we’ve been forced to make adjustments to the Harlem Holiday Lights event to protect the health and safety of community members, we are not canceling the 27-year tradition!”  She continued, “Instead Harlem Holiday Lights will be BRINGING CHEERS!”

This year’s Grand Marshals are Harlem’s own Bevy Smith, television personality and the host of Sirius XM’s “Bevelations” and Dr. Joseph L. Tait, a respected veterinarian and a groundbreaking leader in Harlem.  Smith is a quintessential Harlem girl and author who has made a name for herself in front of the camera and for the past 5-years, as host of “Fashion for Action,” an annual fundraiser for Housing Works.  Dr. Tait has served as President and Chief Executive Officer of Harlem Commonwealth Council, Inc., its subsidiaries, and affiliates from September 2004 until September 2020 and led the organization in programming that invested strongly in the Harlem community.

Property and business owners and residents along the 125th Caravan Route will add to the festive atmosphere by decorating their properties in appropriate holiday decor.  Harlem will be buzzing with both community people engaged in virtual interactive activities with festive floats with music abiding with social distance requirements to ensure that the celebratory mood is safe for all. 

WHAT YOU CAN EXPECT

Wednesday, November 18th, beginning 6:00pm
•	A Caravan of Lights (replacing the Parade of Lights) travels along an expanded route.  The live stream caravan activity features three floats and a DJ.  
•	The caravan starts at 125th Street, turn on Frederick Douglass Boulevard, swings past Central Park North and heads back up towards 125th Street. Harlemites can enjoy the Caravan of Lights from the comfort of their home, as it will be live streamed.  Look out your windows, make some noise, yell, beat some pots and pans, turn on your lights and spread your own cheer as the caravan drives by. 
•	A SnapChat filter allows those along the caravan route to share and send cheers to their friends, family, and love ones as they experience the caravan moment.
•	Virtual Karaoke, hosted by DJ Nightstar, will be offered virtually from 6 to 9pm.  Sign up early and submit your songs here so you can sing and we can watch and enjoy your performance.  Viewers do not have to sign up.

Virtual activities will continue through December 31st.   View online art exhibitions and entertainment. Play interactive games, learn about Black Health and self Covid-19 monitoring, and listen to 125th Street businesses playlists.  Our beloved Children’s Village hosted by Community Board 9 returns and the BID will be releasing a Holiday Passport in December. After receiving 10 stamps, the passport holder can enter a giveaway that will take place over Zoom in January 2021

Over the years, the event has become a prominent part of the city’s key holiday celebrations, attracting both public and media attention.  Ms. Askins, who has been responsible for organizing and helping to make this event an annual tradition says, “We are Harlem Strong and the show will go on.  There is reason to celebrate and we are spreading the cheer across our community.  Each year we make this a show-stopping event, this year is no different. Come on New York – celebrate with us.”

About the 125th Street Business Improvement District
The 125th Street Business Improvement District, created in 1993, is managed by the 125th Street District Management Association.  Property and business owners, community and government leaders, residents and staff, all work closely together to improve the experiences of those who live, work, visit and invest in the Harlem Community.  The 125th Street BID seeks to: catalyze economic development; encourage the going revitalization and promotion of 125th street as a premier art, culture and entertainment destination; facilitate active tourism; increase pedestrian mobility and give the streetscape a cohesive modern appearance, while reducing clutter; develop additional public space; include public art throughout the district; and create a high quality urban environment that contributes to an identity for the Harlem community.

HHL 2020 selects a Quintessential Harlem Girl and a Groundbreaking Harlem Leader as the Grand Marshals

A Groundbreaking Pioneering Leader

Quintessential Harlem girl, life-long New Yorker and Gracie Award Winner Bevy Smith is the host of Sirius XM’s “Bevelations” on Radio Andy.  Once a wildly successful luxury fashion publishing exec, Bevy shifted her professional goals over a decade ago to pursue a life in front of the camera. A pop culture aficionado and fashion expert, Bevy served as moderator of Bravo TV’s revolutionary “Fashion Queens," and was a former co-host on the nationally syndicated “Page Six TV.”  Bevy continues to be part of “The Wendy Williams Show’s Style Squad.” Smith’s debut book “Bevelations: Lessons from a Mutha, Auntie, Bestie” which details her transition from a fashion advertising executive into a media personality will be published through Andy Cohen Books, the new eponymous imprint at Henry Holt and Company on January 12, 2021.


For the past five years, Bevy has hosted “Fashion for Action,” an annual fundraiser for Housing Works, a New York-based thrift store chain and advocacy group that helps find appropriate housing for people living with HIV and AIDS. In 2017, Smith was named Community Champion of AIDS Organization Harlem United. Additionally, Bevy is on the board of Cool Culture, a charity devoted to raising awareness among under-privileged children.  Bevy is also both a formal and informal mentor to many, she takes great pride in being a part of WEEN (Women in Entertainment Empowerment Network).

Bevelations: Lessons from a Mutha, Auntie, Bestie by Bevy Smith

Dr. Joseph L. Tait, a University of Pennsylvania Doctor of Veterinary Medicine, served as President and Chief Executive Officer of Harlem Commonwealth Council, Inc., its subsidiaries, and affiliates from September 2004 until September 2020, when he retired. 

Under Dr. Tait's leadership, Harlem Commonwealth Council initiated programs that focused on investing in the human capital of the Harlem community. Among its initiatives, Harlem Commonwealth emphasized fostering the success of students in Harlem through health care-related scholarships to those pursuing careers in medicine, radiology and nursing; orchestrating summer internships for high school juniors and seniors in private-sector business corporations; providing adult basic education for the emerging immigrant population in Harlem; and delivering entrepreneurial training programs as well as providing revolving loans and technical skills to existing and start-up businesses.  His vision and goal have always focused on creating opportunities for human development and independence.

As an entrepreneur and CEO of a community-based organization he provided educational opportunities and resources for young people in the community who he feels should be a top priority.  His passion for providing youth with guidance through mentorship, and desire to see all underserved youth in the community excel, continues to be a driving force in leading him to establish educational scholarship assistance for bright, talented, committed young people striving for academic excellence with strong connections to the Harlem community.  

Dr. Tait contends that at the end of the day, it is not about what you have or even what you have accomplished…it is about who you’ve lifted up, who you have made better.  It is about what you have given back.  He would also like to impart the following quote, “As you grow older, you discover that you have two hands…one for helping yourself, the other for helping others.”  Use both well.

The 125th Street Business Improvement District congratulates Dr. Tait on his retirement.

2019 Grand Marshals

LAIONA MICHELLE

Laiona Michelle, an actor/singer/writer was a 2019 Grand Marshal.  Ms. Michelle made her Broadway debut in the 2015 hit musical Amazing Grace and recently broke box-office records at the George Street Playhouse with her performance as Nina Simone, in Little Girl Blue, a musical that she both wrote and headlined. Ms. Michelle is now the book writer on a new musical headed for Broadway in 2020, based on the life of Nelson Mandela.

Leah Abraham is an Ethiopian-American entrepreneur was a 2019 Grand Marshal.  Ms. Abraham brings a dynamic multi- cultural foundation to everything she does, and who has elegantly traversed work-life balance to establish a successful business in the community. This amazing woman has found numerous ways to give back to the Harlem community through her passionate commitment to the business she has helped establish, Settepani Restaurant. 

Dapper Dan is a Harlem fashion designer and haberdasher known throughout American and the world.  He is recognized for introducing high fashion to the hip hop world.   His clients have included Eric B. & Rakim, Salt-N-Pepa, LL Cool J, and Jay-Z and many more.

This has been a hard year for our nation and especially the Harlem community due to COVID-19. Although we have been forced to make adjustments to protect the health and safety of community members, we are not canceling the 27-year tradition!  Instead we will be BRINGING CHEERS!

Starting the week of November 16th and continuing until December 31st.  

 In response to the COVID-19's safety requirements, we have produced a festival with both in-person and virtual components. We are bringing back a number of our signature events in a way that will support the community and is an engaging and exciting virtual experience.   

Our new website, www.harlemlightitup.vamonde.com, has been designed to include storytelling, to archive photos and videos of Harlem's past and present, to list Harlem Holiday events, to promote holiday deals,  and to promote those who have made and continue to make Harlem great. 

What to Expect at the 2020 Harlem Holiday Lights

With the community's safety in mind, Harlem Holiday Lights will be mostly online. 

Activity highlights include street decorations, live-streamed events, interactive education and entertainment, health resources, small business webinars, and, of course, holiday shopping deals.

Despite going online, the 125th Street BID sees this year's event as a  greater opportunity for community engagement and unity.

CARAVAN OF LIGHTS -- As a result of COVID-19, New York City has placed a ban on large events. Thus, the Parade of Lights will not take place. However, we are not going to miss the opportunity to bring joy to the Harlem community during the season. Instead, a live-streamed Caravan of Lights featuring floats from the 125th Street BID, Manhattan Community Board 9, and Manhattan Community Board 10. These socially-distanced lighted floats will travel through Harlem to interact from a distance with residents and businesses along the Caravan route.

HARLEM HOLIDAY LIGHTS COMMUNITY HUB -- This website has been created as your holiday community hub. It brings businesses and neighborhood groups together to offer a range of activities, programs, and services during the holiday season. By offering multiple services in one place, the BID hopes that this website will serve as an archive to show off the best of Harlem.

HARLEM HOLIDAY PASSPORT WITH PRIZES -- The Harlem Holiday Passport is full of special offers and discounts at participating 125th Street businesses. Shoppers who collect at least 10 stamps in their Harlem Holiday Passport are eligible to be entered into a drawing for a prize from the 125th Street BID! 

TRIBUTE TO HARLEM'S ARTS, CULTURE, AND HISTORY -- The 125th Street BID invites you to peruse the digital community hub and enjoy the stories included in the adventures titled "Bronze Around," "Get Your Art On," and "Talking 'bout the Street Life".  

Dating back to 1993, Harlem Holiday Lights is an annual event that brings the community together to celebrate Harlem's great heritage and the start of the holiday season. It engages community organizations to showcase the best of Harlem.

The event started merely with minimal street decorations. Over the years, it has grown to become one of Harlem's annual events. The event encourages shoppers to take advantage of the many businesses on 125th Street and to bring the Harlem community together to celebrate the most wonderful time of the year.

Beginning in 2010, the BID began to collaborate with Community Boards 9 and 10 to ensure the continuation of the event and to open up the door for more community participation.

Through partnerships with a number of community organizations, the 125th Street BID coordinates a full night of family-friendly holiday activities. 

Each year, 125th Street becomes a sea of lights.

Manhattan Community Board 10 (CB 10) is located in Central Harlem, is one of the New York City’s most diverse communities, and we are proud to call Central Harlem our home.

District Manager, Shatic Mitchell, BRINGING CHEERS

Community Board 10 encompasses the neighborhoods of Central Harlem.  Three of the District’s four major boundaries are natural features: Harlem River to the north, Central Park to the south and the Fordham Cliffs to the west.  The District's eastern border, Fifth Avenue, is its only boundary that is not a natural feature.

Community Board 10 has fifty volunteered members appointed by the Manhattan Borough President.  Twenty-five of those members are recommended by the local City Councilperson.  The key responsibilities of the Community Board are:

    Addressing the Welfare of the District
    Communicating with the People of the District
    Participating in the Budget Process and the Capital Program
    Planning for the Needs of the District
    Monitoring and Evaluating the Delivery of Services
    Conducting Community Board Business


In addition to the key responsibilities, Community Board 10 is very concerned about the lack of affordable housing in Central Harlem. Working together with the Mayor’s office, elected officers, local and non-local developers and other stakeholders, Community Board 10 looks forward to finding a solution that will achieve diversity and neighborhood stability.

The actions and procedures of Community Board 10 and its committees are governed by the New York City Charter and the NYS Open Meetings Laws.

CB10 has nine (9) different committees focusing on everything from housing to transportation and historic landmarks, public safety to arts and culture, and economic development to land use. Information about the committees, including information about meetings, can be found on the CB10 website.

Each year, Community Board 10 generously partners with Harlem Holiday Lights.  This 10 year old partnership started when the Chairs of the Community Boards and the BID President came together to pool their resources and make this community free event bigger and better for the community.

"Manhattan Community Board 9 encompasses the West Harlem neighborhoods of Morningside Heights, Manhattanville, and Hamilton Heights. Extending from 110th Street to 155th Street, our boundaries are Cathedral Parkway on the south; 155th Street on the north; Manhattan, Morningside, St Nicholas, Bradhurst, and Edgecombe Avenues on the east; and the Hudson River on the west.

Community Board 9 considers each neighborhood a village, a community unique in its own way, rich in cultural diversity and steeped in historical significance. These three distinct neighborhoods that comprise Manhattan Community Board 9 illustriously reflect the past, the potential, and the promise of West Harlem."

Each year, Community Board 9 generously hosts the Children's Village at Harlem Holiday Lights. The Children's Village provides a fun environment full of arts and crafts, snacks, and photos for the littlest Harlemites.

About the
125th Street Business Improvement District ( BID)

The mission of the BID is to EXPAND sustainable economic activity, MAXIMIZE the ability of local residents, businesses and institution to benefit from any and all opportunities created by commercial revitalization efforts and to IMPROVE the quality of life in the community.

The 125th Street Business Improvement District is located on 125th Street between Morningside Avenue and Fifth Avenue. All properties located in the District are members of the 125th Street BID.

BID services are provided for properties in the District with storefronts on 125th Street. Areas of business properties that wrap around onto side streets, 124th Street, and 126th Street are also eligible for BID services.


The 125th Street Business Improvement District (BID) is a non-profit organization that strives to enhance the Harlem area through marketing local businesses, directing area improvement projects, and promoting a clean and safe environment. To us, Harlem is one of the liveliest neighborhoods in New York City; it’s a unique place to live, work, visit and invest.

Located in the heart of Historic Harlem, 125th Street is a multi-dimensional destination with a range of uses including commercial, social, residential, educational, civic, and religious, with a strong emphasis on arts, culture, and entertainment and culture-related commerce.

The BID aims to expand sustainable economic activity in the area including the creation and expansion of businesses and the development of jobs for community residents. We also strive to maximize the ability of all local businesses, residents, and institutions to benefit from economic expansion in the area, while also improving quality of life.

Other goals include: to promote events and nightlife, to facilitate active tourism, to celebrate and build upon existing cultural assets, to catalyze economic development, to increase pedestrian mobility, to give the streetscape a cohesive modern appearance and reduce clutter, to develop additional public space, to include public art throughout the project, and to create a high-quality urban environment that contributes to an identity for the Harlem community.

We hosted our first annual Harlem Holiday Lights program in 1994. The event has become a well-known feat of 125th Street and a highly-anticipated community event. This year will be the 27th annual celebration.  With the lights, the BID aims to create a festive holiday atmosphere for families, businesses, and visitors. The event will kick-off the holiday season "On and Around" 125th Street and in Upper Manhattan.
